Man Overboard! (Europe) dates from 1994, on the Sega Genesis.
The Genesis hardware favoured speed and scrolling over colour count, a trade its arcade ports made good use of. Everything here runs client-side: the emulator, the ROM and your save states. This is the 16-bit peak, when two-dimensional games got as polished as they were going to get.
