Teitoku no Ketsudan (released in the West as P.T.O.: Pacific Theater of Operations) is a deep, turn-based grand strategy game developed by Koei in 1992 for the Sega Genesis. Players take on the role of a naval commander for either the Imperial Japanese Navy or the Allied forces during World War II. The game focuses heavily on resource management, organizing supplies, developing new vessels, and engaging in tactical naval warfare across the Pacific theater.

How to Play

Your objective is to successfully direct your nation's naval campaigns, either by simulating specific historical battles like Midway or fighting through the entire Pacific war. Because this is a complex strategy game, much of your time will be spent navigating menus to allocate budgets, direct fleet movements, and manage industrial production.
